| City-County Council Vote Breakdown on Proposition 622 |

A total of four additional votes were necessary to pass the proposal to add sexual orientation and gender identity to anti-discrimination laws in Marion County and the City of Indianapolis, and four additional votes were all that were found on this bitterly divisive issue. Democrat Councilors voting YES on Proposition 622 were Abdullah, Bowes, Boyd, Brown, Conley, Gibson, Gray, Mahern, Mansfield, Nytes, Oliver, Sanders, and Chairman Talley. Abdullah, Gibson and Talley changed their position from the earlier defeat of Proposal 68. Republican Keller continued to support the HRO with Langsford coming onboard in this second attempt, providing the necessary bipartisan support for this measure. The Republican block voting NO remained solid, minus Langsford. Borst, Bradford, Cain, Cockrum, Day, McWhirter, Phisterer, Plowman, Randolph, and Schneider all continued their opposition of the anti-discrimination measure. The most vocal were Bradford, Cain and Schneider. The two Democrats that voted against the HRO were hardly noticed during the City-Council proceedings. Both Franklin as well as Adams voted NO.
